The strongest official population trend in the research comes from the 2021 study. It reported 2019 average daily population at 190 people, compared with a rated capacity of 222 beds, which is about 86 percent occupancy using those two official figures. The same study said 2020 admissions dropped sharply during COVID-era court and law-enforcement policy changes, while average length of stay rose.
